Passing the gavel
Outgoing PCBA President Judge Herb Wright passes the gavel to new President Patty James during the association’s 2009 Annual Meeting at the Governor’s Mansion on May 20. More photos on pages 6-7. (Suzi Barnes)

Eighth Circuit Recent Decisions
Plamp v. Mitchell School District No. 17-2, No. 08-2700 (8th Cir. May 12, 2009)
In this case, the Eighth Circuit held that a school district was not liable for inappropriate actions taken by a teacher against a female student, affirming a district court’s judgment in favor of the school district on claims brought under Title IX of the Education Amendments of 1972, 42 U.S.C. § 1983, and state law.

Jack Nelson Jones
Heard v. State of Arkansas, No. CACR09-36, Ark. App. May 27, 2009.
This appeal comes from the Lonoke County Circuit Court, Honorable Lance Hanshaw presiding.
While brandishing a toy gun, Demetrius Heard demanded that $2 be returned to him. Heard’s victim admitted that he did owe Heard the money. Heard was later convicted of committing aggravated robbery.

Liquidation division has many responsibilites
There is one division within the Arkansas Insurance Department which is somewhat different from all the others. It is our Liquidation Division which manages the day-to-day affairs of insolvent insurance company estates and pre-paid funeral benefit trusts. The division acts on behalf of the Commissioner who serves as the official Receiver. Although the Liquidation Division performs certain functions of the Commissioner, its employees are not considered state employees and it receives no state funding.

Are We There Yet?
The small dark man was told by airport authorities at Charles de Gaulle to wait in a nearby lounge while they tried to sort things out, to find a solution to his dilemma.
So he did as told, moving awkwardly through the hurrying crowd of uninterested strangers — the moving mass of never-ending bodies.

Kay's Cooking Corner
When I was a teen living at home, my younger brother would always beg me to make him what he called a fried egg sandwich. I hated making these things because they were so messy, but he was the youngest of the children and the only boy, so if I didn’t fix it for him, he would just go to one of the other sisters and beg one of them until someone made him one. Then the guilt would make you feel like a heel because you weren’t considerate enough to take care of the younger brother! And it would only take about 10 minutes!

Life as a puzzle: Part 1
“Out of the eater, something to eat.
Out of the strong, something sweet.”
I must have been 9 or 10 when I first saw “Samson and Delilah.” I was taken by this film before I entered the theater.
The lead role was played by Victor Mature. There were not many actors named Victor. There were not many little boys in my town named Victor. So I went in thinking that I would identify with the protagonist. That thought was short- lived.

From past to present... a history of Arkansas courthouses
Drew County
There has to be a story behind a place where the first county seat was a town called Rough and Ready. The uniquely named town belongs to Drew County in southeast Arkansas. Although Monticello is the current county seat, there are many chapters to peruse before we arrive at the county’s current situation.
